how is the +/- rating determined?

+1 when on the ice for each even strength goal and short handed goal scored FOR your team
-1 when on the ice for each even strength or short handed goal scored AGAINST your team
i'm not sure about power plays??????

Almost.
+1 when there is goal scored by your team when you are short-handed or at even-strength (as stated above)
-1 when ther is goal scored by the opposing team when you are on the powerplay or at enen-strength
The best way to remember is that when your team is killing penalties, short-handed goals are very positive (+1); but is very negative when scored against while on the power-play. And when there is no man advantage: scoring a goal is positive, but giving one up is negative

Now, if a guy is NOT on the ice when a goal is scored, but that guy is credited with a goal because he was the last player on his team to touch the puck, does he get a plus?
Think of the Steve Smith goal from the '86 Flames/Oilers 7th game, Perry Berezan dumped the puck in and left the ice on a shift change prior to Smith banking it into his own net off of Grant Fuhr. I am guessing no, but can't find the answer anywhere.
