Pulling the Goalie

Why is it a team down by one goal, late in the game, pulls their goalie, is then score upon, and then puts their goalie back in the game. Why not just leave him on the bench and continue to try to score, now down by 2 goals

Scoring 2 is a heckuva lot harder than one in the late going. The team isn't going to tie the game realisticly, so might as well keep the goals against down.
